NCERT Class 11 Political Science, Indian Constitution at Work, Chapter 8 traces local self government from ancient assemblies and colonial boards to the Community Development Programme and the 73rd and 74th Amendments. It explains panchayats and municipalities, reserved seats for women and disadvantaged groups, State Election Commissions and Finance Commissions. The chapter closes with shortages of funds, functionaries and autonomy, asking whether decentralisation has truly carried democracy to the village and town.
